“A lot of people think of the appeals process as a second way to game admissions,” said Michael McCawley, associate director of admissions at University of California, Santa Cruz. “But it’s really only if the student believes they have left off new or compelling information.”
The may be blind to race, ethnicity and gender in its admissions, but geographic origin is fair game, and, according to Christine Van Gieson, director of admissions at the University of California, Santa Barbara, students applying from outside California receive extra attention in the review process and have an increased number of scholarships available to them this year.

“We have teams of internal and external application readers,” said Walter Robinson, assistant vice chancellor of undergraduate admissions at University of California, Davis, who called application review “scientific.” Teams focus exclusively on one group: California residents, domestic nonresidents or international students.
Each application – read between two and four times, potentially more for out-of-state students – is graded on 14 specific components, including G.P.A., honors courses, achievements in special projects and geographic location. (Recommendations are not a part of the application.)
Ms. Van Gieson and three admissions colleagues from the University of California system offered a peek into their decision process on Thursday, speaking on a panel entitled, “Transforming Admissions Selection at the University of California,” part of the College Board’s annual conference.
